What the pilot is designed to prove

The pilot will test whether:

  1. CivicLedger.ai can reliably identify relevant public decisions.
  2. Ordinary people will configure and use a Civic Agent.
  3. Evidence briefs help participants understand decisions faster.
  4. Users trust mission-specific consent and privacy boundaries.
  5. A disclosed sponsor will pay for aggregate civic insight.
  6. Participants value the Civic Dividend.
  7. People return for the next issue.
  8. The resulting Mirror State record is useful to the public.

The pilot is not designed to claim that 100 participants represent an entire municipality.

Participant experience

Each founding participant receives:

  • non-binding Mirror Response tools;
  • mission consent controls;
  • Civic Dividend eligibility;

Participation is voluntary.

Nothing is submitted to government or published in the participant’s name without explicit authorization.

Pilot exclusions

The founding pilot does not include:

  • official elections;
  • candidate preference;
  • political-party preference;
  • campaign targeting;
  • official voting assistance;
  • binding referenda;
  • automatic government submissions;
  • raw participant-data exports;
  • undisclosed sponsors;
  • a tradable token.

Success measures

The pilot will measure:

  • profile completion;
  • issue-match relevance;
  • evidence-brief comprehension;
  • time required to understand an issue;
  • confirmed response rate;
  • return participation;
  • participant trust;
  • sponsor renewal interest;
  • cost per completed eligible response;
  • privacy or security incidents;
  • source and citation completeness.
