The pilot plan brings together an observed municipal structure, a Civic Graph, Mirror State, private Civic Agents, Civic Pulse missions, a Civic Dividend and Prototype State improvements.

Checks and Balances supplies community-attested human verification appropriate to the interaction. Participants retain control of their identity and grant each application or mission only the access they choose.

What government did

An attributable record of the three public decisions: the responsible institution, applicable authority, source materials, timeline and observed outcome. Corrections preserve source history.

What participating people authorized

A separate aggregate research output from disclosed missions. The report identifies permissions, methodology, privacy thresholds, participant eligibility and the difference between human-confirmed responses and standing-instruction execution.

What an improved digital process could look like

A clearly labelled alternative workflow tested against the observed baseline. It might demonstrate a clearer notice, a faster administrative step or a more accessible participation process. It does not pretend to be the official decision.

Learn before expanding

The proposed numbers define a pilot target, not a claim that a municipality or cohort has already been secured. Recruitment, mission terms, technical readiness and the evaluation plan must be confirmed before a pilot begins.

Each output stays distinct so participants and institutions can judge what happened, what was authorized and what remains experimental.
