The pilot will test whether:
- CivicLedger.ai can reliably identify relevant public decisions.
- Ordinary people will configure and use a Civic Agent.
- Evidence briefs help participants understand decisions faster.
- Users trust mission-specific consent and privacy boundaries.
- A disclosed sponsor will pay for aggregate civic insight.
- Participants value the Civic Dividend.
- People return for the next issue.
- The resulting Mirror State record is useful to the public.
The pilot is not designed to claim that 100 participants represent an entire municipality.
Participant experience
Each founding participant receives:
- a basic private Civic Agent;
- jurisdiction mapping;
- a Civic Profile setup process;
- three source-backed decision briefs;
- non-binding Mirror Response tools;
- mission consent controls;
- Civic Dividend eligibility;
- a personal end-of-pilot Civic Report.
Participation is voluntary.
Nothing is submitted to government or published in the participant’s name without explicit authorization.
Sponsor experience
The founding sponsor receives:
- three Civic Pulse reports;
- disclosed participant criteria;
- privacy-thresholded aggregate analysis;
- methodology and limitations;
- an end-of-pilot presentation;
- optional public Mirror State reports.
The sponsor does not receive participant identities, precise addresses or individual Civic Profiles.
Pilot exclusions
The founding pilot does not include:
- official elections;
- candidate preference;
- political-party preference;
- campaign targeting;
- official voting assistance;
- binding referenda;
- automatic government submissions;
- raw participant-data exports;
- undisclosed sponsors;
- a tradable token.
Success measures
The pilot will measure:
- profile completion;
- issue-match relevance;
- evidence-brief comprehension;
- time required to understand an issue;
- confirmed response rate;
- return participation;
- participant trust;
- sponsor renewal interest;
- cost per completed eligible response;
- privacy or security incidents;
- source and citation completeness.
